It means that you have less than (<) 5,000 SnapChat subscribers. In November 2020, Snapchat added the option to display your subscriber count publicly. Therefore, if I understand your question or questions(?), it would mean that they are telling you that you have less than 5,000 subscribers and asking if you want to make it public.
